THE PROGRAMME
São Tomé and Príncipe offers eligible applicants a citizenship pathway through contributions to the National Transformation Fund, under Nationality Law No. 07/2022 and Decree-Law No. 07/2025. Conatus Mobility coordinates the plan, preparation and follow-up around your family’s needs.

NATIONAL TRANSFORMATION FUND
Contributions support national development. Family composition determines the applicable amount.
01 / CONTRIBUTION
A non-refundable contribution with no investment return or redemption provision.
The contribution and remaining formalities must still be completed after approval in principle. Follow the formal documents for the recipient account, deadline and approval conditions.
A family price band does not automatically make every relative eligible.
02 / FEES
Charged per application, rather than repeatedly for each family member.
Sponsorship is permitted, with required benefactor documentation and a separately listed US$5,000 due-diligence fee. Confirm the funding relationship and payment route in advance.

ELIGIBILITY & FAMILY
Review family relationships, source of funds and current acceptance conditions.
At least 18, meeting the background-review requirements and able to evidence lawful income and contribution funds. Submit complete and accurate documents.
The published family scope includes a spouse or qualifying de facto partner, subject to relationship evidence and applicable criteria.
The general official overview lists children up to 30, but an April 2026 memorandum paused passport issuance for dependent children above 18. Obtain current written confirmation of eligibility and issuance arrangements before including an adult child.
The official FAQ lists age 55 and above. Review the applicable relationship and dependency criteria against the case and current acceptance requirements.

APPLICATION & SUPPORT
Conatus Mobility coordinates preparation, communication and the key milestones.
Review objectives, nationality background, budget and proposed dependants, then agree the services and fees in writing.
Coordinate identity, family, criminal-record and funding evidence, arrange necessary authentication and submit through the prescribed channels.
Support due diligence and additional document requests. Conatus Mobility coordinates updates; the competent authorities make the decision.
After approval in principle, follow formal payment instructions and coordinate identity verification, registration, national ID and passport formalities.
Current official guidance indicates approximately 2 months for approval and a further 3–4 months to the passport. These are separate stages; preparation and individual reviews may add time. No fixed completion date is guaranteed.

BEYOND APPROVAL
Obtaining citizenship and using it afterwards involve distinct steps and requirements.
Conatus Mobility can help coordinate applicable payments, identity verification, citizenship registration and document applications. Services and fees are agreed in writing before engagement.
The April 2026 memorandum introduced remote national-ID processing through video verification with the Civil Registry and Notary Office. Follow the formal instructions for your case.
Assess travel, overseas residence and tax status separately. CPLP membership should not be treated as an automatic residence or work permit in another member state.
Official programme guidance states there is no physical residence or relocation requirement during or after the application. Identity verification and document formalities must still follow the rules in force.
Review your original nationality law, existing residence and reporting obligations before applying. New citizenship does not automatically update those arrangements, and a passport alone does not determine tax residence or banking decisions.
Approval in principle, citizenship registration and passport issuance are separate milestones. Check destination visa and entry rules before travel.

Confirm the contracting party, included family members, itemised fees and payment accounts, identity-verification and attendance arrangements, and treatment of fees following refusal or early termination in writing.
Current official guidance separates approval, approximately 2 months, from post-approval issuance, approximately 3–4 months. Approval time is not the full time to a passport. Documents, checks and issuance arrangements affect individual progress.
The general age limit alone is insufficient. The April 2026 notice paused passport issuance for dependent children above 18. No later primary document clearly lifting that measure was located in this review; confirm current rules and case feasibility first.
